		<description>I read this and had to think about it for a bit but ultimately it comes down to asking myself who benefits from the situation and who benefits is the insurance company. It certainly doesn&#039;t benefit the government which is us the taxpayers. It appears to be set up so that those most costly to healthcare insurers, those eligible for Medicare, are dumped on the taxpayer or rather forced on them! Who set this POMS into effect and when???? Why haven&#039;t we heard more about this? This is clearly good work on the part of insurance lobbyists and all the more reason we need healthcare reform!!! OMG! The more I think about it the more it makes me mad. This is exactly the kind of hoodwinking we need to clean up.</description>
